As a general rule, you can remove ink from porcelain. The following liquids will turn dried ink back into a liquid, acetone (nail polish remover), rubbing alcohol, isopropyl alcohol, and hydrogen peroxide. Dip a paper towel or cotton bud into one of these and rub it into the ink stain.
